On the back: "Authorized by act of Congress of May 19, 1898."
It seems that the Post Office had the best deal going on post cards. Only their post cards coud bear the term "Postal Card," and they cost a penny to mail as opposed to two cents for privately produced cards. That changed in 1898, when the price for private cards was dropped, but they were required to bear similar wording to the back of this card. In 1907 they were allowed to use the words "Post Card" instead of "Private Mailing Card."
